这答案权威吗?我觉得最合适的答案似乎应当是D。
判断一个因素是否起作用的条件是:其它重要因素没有显著变化。而D就是想说明,偷车贼的总数量没有显著变化。在这个条件下,如果被偷的车便少了,那么我们可以推断“照明工程”起作用了。

选D,E是weaken了,D是排除了其他可能性,加强了结论。 B仔细看时间你就会发现11A-4PM本来就是1天大部分时间,就是说明了小偷以前作案的时间跨度,所以不能说明现在照明带来的改善。

题目论点:灯光加强导致偷盗减少;而B选项:1992年大多数车是11:00-16:00被偷,即(不需要加强灯光,parking lot就已经很亮了)的时候被偷,所以隐含的意思是夜晚灯光的加强对偷车数量应该是不会产生影响的(因为车都是白天被偷的),这个与题目论点相反。
